Filipino الحجاج apply through the National Commission on Muslim Filipinos (NCMF) or accredited private الحج operators. Biometric data is collected at the Saudi Embassy in Manila or consular offices in Mindanao.

Pilgrims can travel through NCMF's government-organized الحج program or through private الحج operators accredited by NCMF. A list of accredited operators is published annually on the NCMF website. Pilgrims should verify accreditation status and check operator reviews before committing. Both options are subject to Saudi Ministry of الحج approval.
