Can a الحاج enter الإحرام from Jeddah, and is Jeddah considered a الميقات?

Jeddah is not one of the five الميقات points designated by النبي. Pilgrims who fly to Jeddah must enter الإحرام before landing if their flight path crosses a الميقات, or go to the nearest الميقات (such as al-Juhfah/Rabigh) before entering الإحرام. Residents of Jeddah may enter الإحرام from Jeddah itself, as النبي said those living within the الميقات boundaries enter الإحرام from their homes.

What Is the Ruling?

Jeddah is not one of the five الميقات points designated by النبي (صلى الله عليه وسلم). The designated الميقاتs are Dhul-Hulayfah for the people of المدينة, al-Juhfah for the people of Sham, Qarn al-Manazil for the people of Najd, Yalamlam for the people of Yemen, and Dhat Irq for the people of Iraq. The ruling for Jeddah depends on whether the الحاج is a resident of Jeddah or a traveler passing through.

For residents of Jeddah, the ruling is clear: they enter الإحرام from their homes in Jeddah. النبي (صلى الله عليه وسلم) said that those who live within the الميقات boundaries should enter الإحرام from where they reside. Since Jeddah falls within the الميقات boundaries (between the الميقاتs and مكة), its residents enter الإحرام from their homes. الشيخ ابن باز explicitly confirmed this ruling.

For travelers who fly into Jeddah from outside the الميقات boundaries, the situation is different. الشيخ ابن باز and the اللجنة الدائمة ruled that they must enter الإحرام before passing the الميقات line, which means entering الإحرام on the airplane before it crosses the الميقات. If they arrive in Jeddah without entering الإحرام, they have two options: (1) travel to the nearest الميقات — such as al-Juhfah/Rabigh (north of Jeddah) or Yalamlam (south) — and enter الإحرام there, which is preferred; or (2) enter الإحرام from Jeddah but offer a dam (sacrifice of a sheep) as penalty for passing the الميقات without الإحرام. الشيخ ابن عثيمين مستحب going to the nearest الميقات when possible to avoid the penalty.

What Is the Evidence for This Ruling?

النبي (صلى الله عليه وسلم) designated Dhul-Hulayfah as the الميقات for the people of المدينة, al-Juhfah for the people of Sham, Qarn al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. He said: 'These are for them and for anyone who passes through them from other places, intending الحج or العمرة. And whoever lives within these boundaries should enter الإحرام from where they start their journey, and the people of مكة enter الإحرام from مكة.'

How Do Different Madhabs View This?

Scholars from different schools of Islamic jurisprudence offer varying perspectives on this matter.

Hanafi

Jeddah residents enter الإحرام from Jeddah. Travelers must enter الإحرام before passing the الميقات. If they arrive in Jeddah without الإحرام, they should return to the nearest الميقات or pay a dam.

Al-Hidayah: whoever passes the الميقات without الإحرام must return or pay a penalty.

Maliki

The Maliki school holds the same position — residents enter from their homes, travelers must enter before the الميقات. Returning to the الميقات is strongly preferred over paying the dam.

Al-Mudawwanah: Imam Malik required entering الإحرام at or before the الميقات for non-residents.

Shafi'i

Jeddah is within the الميقات zone, so its residents enter from Jeddah. Travelers must enter before the الميقات. If they passed without الإحرام, they should return if possible. If not, الإحرام from Jeddah is valid with a dam.

Al-Majmu' by al-Nawawi: those living within the الميقات enter from their homes.

Hanbali

Residents of Jeddah enter الإحرام from Jeddah. Travelers who pass the الميقات without الإحرام should return to the nearest الميقات. If they cannot, they enter from Jeddah with a dam as penalty.

Al-Mughni by ابن قدامة: 'Whoever passes the الميقات without الإحرام must return to assume الإحرام or pay a dam.'
