The rules for proxy العمرة follow the same principles as proxy الحج, with the procedures adapted to the العمرة rites. The proxy must meet the same conditions: they must be Muslim, sane, mature, and should have completed their own العمرة (for those who hold العمرة to be واجب). The person on whose behalf العمرة is performed must be either deceased or permanently unable to perform العمرة.
الشيخ ابن باز outlined the procedure as follows: The proxy travels to the الميقات and enters الإحرام with the intention specifically for the person they are representing, saying: 'Labbayk Allahumma bi-العمرة on behalf of [name].' They then proceed to مكة, perform الطواف around the الكعبة (seven circuits), pray two ركعةs behind مقام إبراهيم, perform السعي between الصفا and المروة (seven laps), and then cut or shorten their hair. All of these acts are performed exactly as the proxy would for their own العمرة.
الشيخ ابن عثيمين added several important practical points: The proxy should be in a state of purity for الطواف. If the proxy makes a mistake or commits a violation during the العمرة, they bear the consequence themselves — such as paying a فدية — and it does not affect the validity of the العمرة for the person they represent. The proxy may make personal الأدعية during the العمرة, as this does not conflict with the intention for the represented person. The proxy earns reward for their service, while the العمرة reward goes to the represented person.
