Performing العمرة in ذو الحجة is جائز عند all scholars, as there is no prohibition against العمرة in any month of the year. The first ten days of ذو الحجة are among the best days of the year, and performing العمرة in them is virtuous. The question that generates more discussion is performing العمرة after completing الحج, during the remaining days of ذو الحجة.
الشيخ ابن باز stated that performing العمرة after الحج is جائز, as demonstrated by النبي's instruction to Abdur-Rahman to take his sister Aisha to Tan'eem for العمرة after their الحج was complete. This occurred during the Farewell Pilgrimage in ذو الحجة. He considered this a clear evidence that العمرة in ذو الحجة — even after الحج — is valid and carries reward.
Sheikh الألباني, however, noted that Aisha's العمرة was a special case — she was distressed because she had not been able to perform a separate العمرة (having been instructed to combine الحج and العمرة as qiran). النبي accommodated her specific situation. He pointed out that النبي himself and the rest of the companions did not perform العمرة after الحج. Based on this, الألباني considered it better to follow النبي's own practice of not performing a separate العمرة after الحج, though he did not prohibit it.
