Women are permitted to combine and shorten الصلوات during الحج in exactly the same manner as men. There is no distinction between men and women regarding the concessions of combining (jam) and shortening (qasr) الصلوات during travel and at the specific الحج sites. All scholars agree that the rulings of combining الصلوات at عرفة and مزدلفة apply equally to women.
At عرفة, all الحجاج — men and women — combine Dhuhr and Asr الصلوات at the time of Dhuhr (jam taqdim), shortening each to two ركعةs. At مزدلفة, they combine Maghrib and Isha at the time of Isha (jam ta'khir), with Isha shortened to two ركعةs. الشيخ ابن باز confirmed that these concessions are السنة and apply to every الحاج regardless of gender.
الشيخ ابن عثيمين further clarified that women who are traveling for الحج may shorten the four-ركعة الصلوات (Dhuhr, Asr, and Isha) to two ركعةs throughout their journey, just as male travelers do. The shortening applies when they are considered travelers, and the combining applies at the specific الحج locations as part of the السنة of النبي. Women who are residents of مكة shorten at عرفة and مزدلفة due to the السنة of the rite, not due to travel.
