العمرة in رمضان carries the reward equivalent to الحج, as النبي said. The procedure is the same as any العمرة but with considerations: manage energy while fasting, perform الطواف during cooler hours (night is ideal), break fast with زمزم at the Haram, attend taraweeh at المسجد الحرام, and prepare for significantly larger crowds especially during the last 10 nights.
The first 10 days of رمضان are less crowded and more affordable. The last 10 nights are extremely crowded and expensive (3-5x normal rates). If you want balance, the first or second week is مستحب.
Enter الإحرام at the appropriate الميقات as with any العمرة. If fasting, time the الغسل and preparation so you are not unnecessarily exhausted.
These are the most frequent errors pilgrims make during this stage of Umrah.

The ideal time is after Taraweeh الصلوات (11 PM-2 AM) or early morning after Fajr. If fasting during the day, الطواف in the الحرارة requires extra caution. Walk at a steady, energy-conserving pace if fasting.
Breaking fast (iftar) at المسجد الحرام is one of the most blessed experiences. زمزم water, dates, and food are often distributed. Arrive early to secure a spot for both iftar and Maghrib الصلاة.
After الطواف, complete السعي (7 laps). The corridor is enclosed and air-conditioned. After السعي, perform الحلق or التقصير to complete your العمرة.
Attend Taraweeh الصلوات at المسجد الحرام, led by renowned reciters. Arrive early for Isha to secure a spot. During the last 10 nights, additional Tahajjud/Qiyam الصلوات are held.
