Hajj Guide: Turkey

Turkish jamaah haji obtain their Haji visa exclusively through the Diyanet Isleri Baskanligi (Presidency of Religious Affairs). The application process is fully digitized through the Diyanet's online Hac ve Umre portal (hac.diyanet.gov.tr). Pilgrims register their interest and are placed on a waiting list. When their turn arrives (typically a 5-12 year wait), they receive notification to proceed with the formal application.

Once selected, jamaah haji must submit a valid passport with at least 6 months validity beyond the Haji dates, biometric photographs conforming to Saudi specifications, proof of meningitis (ACWY) vaccination from an authorized health center, and the required payment to the Diyanet's designated bank account. The Diyanet collects all documents and processes the Saudi visa application as a single institutional submission.

Turkey's process is notable for its high level of organization and transparency. The waiting list position is visible online, and jamaah haji receive regular SMS and email updates about their status. The Diyanet also handles all logistics including flights (typically via Turkish Airlines charter services), accommodation in Mekkah and Madinah, ground transportation, and religious guidance throughout the ibadah haji.

Unlike many other countries, Turkey's Haji program is almost entirely managed by the Diyanet, with very limited private operator involvement. The Diyanet operates as a single, centralized organizer handling all aspects of the ibadah haji from departure to return. This includes charter flights (primarily operated by Turkish Airlines), hotel accommodations, ground transport, meals in some packages, and religious guidance teams.

The Diyanet offers multiple package tiers to accommodate different budgets. Standard packages include hotels at a moderate distance from the Haram, while premium packages offer closer proximity and better amenities. All packages include the services of trained religious guides (din gorevlileri) who accompany groups throughout the ibadah haji. A small number of private operators are occasionally licensed for Umrah, but Haji remains firmly under Diyanet control. This centralized model has resulted in consistently high service standards and fewer complaints compared to countries with fragmented private operator markets.

Turkey's Diyanet runs one of the most comprehensive pre-departure training programs in the world. Selected jamaah haji attend a series of mandatory seminars covering Haji rituals, health precautions, cultural etiquette in Arab Saudi, and practical travel tips. These seminars are conducted at provincial Muftiate offices across the country and are also available online. The Diyanet publishes detailed guidebooks in Turkish and provides a dedicated mobile app for jamaah haji.

The waiting list for Turkish Haji can range from 5 to 12 years depending on the province and demand. Pilgrims over 65 years of age receive priority, and couples can apply together to ensure they travel in the same year. The Diyanet also provides special assistance for elderly and disabled jamaah haji, including wheelchair services and dedicated medical staff. Turkey deploys a substantial medical team during Haji season, and Turkish jamaah haji have access to a dedicated Turkish Health Mission in both Mekkah and Madinah. Payment can be made in installments through Ziraat Bankasi and other participating banks.
