At the Miqat, after wearing ihram garments and praying two rak'ahs, declare your intention: For Umrah say 'Labbayk Allahumma Umratan' and for Haji say 'Labbayk Allahumma Hajjan.' Then begin the Talbiyah. If you fear being unable to complete, add: 'Allahumma mahilli haythu habastani.'
لَبَّيْكَ اللَّهُمَّ عُمْرَةً / لَبَّيْكَ اللَّهُمَّ حَجًّا. اللَّهُمَّ مَحِلِّي حَيْثُ حَبَسْتَنِي
Labbayk Allahumma 'Umratan / Labbayk Allahumma Hajjan. Allahumma mahilli haythu habastani.
Meaning: Here I am O Allah, answering Your call for Umrah / Here I am O Allah, answering Your call for Haji. O Allah, my place of ending (ihram) is wherever You prevent me (if unable to complete).

Jabir's hadith of the Farewell Haji in Sahih Muslim (1218) details Nabi's complete ritual at the Miqat. The conditional clause provides ease for those with valid concerns about completing the ibadah haji.
لَبَّيْكَ اللَّهُمَّ عُمْرَةً / لَبَّيْكَ اللَّهُمَّ حَجًّا. اللَّهُمَّ مَحِلِّي حَيْثُ حَبَسْتَنِي
The Prophet (peace be upon him) said: 'The conditional clause is for anyone who fears being prevented from completing the pilgrimage. Duba'ah bint al-Zubayr came to him and said: O Messenger of Allah, I want to perform Hajj but I am ill. He said: Perform Hajj and stipulate the condition: O Allah, my place of ending is wherever You prevent me.'
