WiFi is available at Masjidil Haram (free but slow during peak times), most hotels in Mekkah and Madinah, and some restaurants and shopping centers. The Saudi government has invested significantly in telecom infrastructure for Haji, and 4G/5G coverage from carriers STC, Mobily, and Zain is available throughout the Haji sites.
However, the practical reality during peak Haji days (8th-13th of Dzulhijjah) is that cellular networks become severely congested when 2+ million people are concentrated in the relatively small areas of Mina, Arafah, and Muzdalifah. Sending a simple text message can take multiple attempts, and data-heavy applications become essentially unusable.
