Non-shifting packages mean you stay in the same central Mekkah hotel throughout, commuting to ritual sites. You can return to your room to shower, change, and enjoy hotel amenities between rituals. This is 30 to 50% more expensive but significantly more comfortable.
Shifting packages require checking out before the 8th of Dzulhijjah and moving to more basic accommodation in Aziziyah or Mina tents. After Haji days, you return to your original or different hotel. This is more affordable and keeps you closer to ritual sites.
