What is the ruling on delaying the sacrifice beyond the days of Tashreeq?

The time for the Haji sacrifice begins after the Eid shalat on the 10th and extends through the 13th of Dzulhijjah (the last day of Tashreeq). If the jamaah haji deliberately delays beyond this without excuse, the sacrifice remains an obligation in his liability and he sins for the delay. Sheikh Ibn Uthaymeen stated: 'If the days of Tashreeq pass without sacrificing, the obligation remains. He must sacrifice when able.' The Permanent Committee said: 'The prescribed time ends at sunset on the 13th of Dzulhijjah.'
