The entire plain of Arafah is valid for wuquf (standing) except the valley of Uranah, which Nabi explicitly excluded. Nabi said: 'I stood here, but all of Arafah is a standing place.' This means a jamaah haji who spends the day of Arafah in the valley of Uranah has not fulfilled the wuquf.
Sheikh Ibn Baz emphasized the critical importance of verifying one's location within the boundaries of Arafah. Due to the enormous number of jamaah haji (often exceeding two million), some jamaah haji end up camped outside the boundaries without realizing it, which invalidates their entire Haji since wuquf at Arafah is the essential pillar. He advised jamaah haji to look for the boundary signs and, if in doubt, to move further into the plain of Arafah rather than staying on its edges.
Sheikh Ibn Uthaymeen noted that the Mount of Mercy (Jabal al-Rahmah) within Arafah is a well-known landmark, but standing on or near it is not required or more virtuous than standing elsewhere in Arafah. Nabi stood near it but said all of Arafah is valid. Climbing the mountain in extreme crowds can be dangerous and is not from the Sunnah. The Permanent Committee confirmed that any spot within the recognized boundaries of Arafah is equally valid for wuquf.

The Maliki school holds that all of Arafah is valid except Uranah. They recommend standing near Jabal al-Rahmah if possible but do not require it.
Al-Mudawwanah: all of Arafah is valid, with Uranah excluded by prophetic instruction.
The Shafi'i school validates standing anywhere within Arafah's boundaries. Uranah is excluded. The precise boundaries are determined by established landmarks and signs.
Al-Majmu' by al-Nawawi: 'All of Arafah is a standing place except the valley of Uranah.'
The Hanbali school holds that the entire plain of Arafah is valid, excluding Uranah. Standing at any point within the boundaries fulfills the pillar of Haji.
Al-Mughni by Ibn Qudamah: 'Standing anywhere within Arafah is valid, as stated by Nabi.'
