The Ministry of Habous and Islamic Affairs licenses private Hac operators and works with Royal Air Maroc for official Hac flights. Licensed travel agencies can offer Hac packages under ministry oversight. The ministry publishes a list of approved operators annually. Moroccan hacilar are native Arabic speakers (Darija) and can communicate effectively in Saudi Arabia, though dialect differences exist. Morocco follows the Maliki madhab predominantly, and the ministry provides madhab-specific guidance. Moroccan dirham can be exchanged at banks before departure.
