WiFi is available at Mescid-i Haram (free but slow during peak times), most hotels in Mekke and Medine, and some restaurants and shopping centers. The Saudi government has invested significantly in telecom infrastructure for Hac, and 4G/5G coverage from carriers STC, Mobily, and Zain is available throughout the Hac sites.
However, the practical reality during peak Hac days (8th-13th of Dhul Hijjah) is that cellular networks become severely congested when 2+ million people are concentrated in the relatively small areas of Mina, Arafat, and Muzdelife. Sending a simple text message can take multiple attempts, and data-heavy applications become essentially unusable.
