Yes, performing طواف while carrying a baby or small child is completely valid. نبی کریم (صلی اللہ علیہ وسلم) confirmed that children can perform حج, and a parent carrying a child in طواف receives the reward for their own طواف. If the parent makes the intention for the child's طواف as well, the child also gets credit for the طواف.
