عمرہ in Ramadan carries the reward equivalent to حج, as نبی کریم said. The procedure is the same as any عمرہ but with considerations: manage energy while fasting, perform طواف during cooler hours (night is ideal), break fast with زمزم at the Haram, attend taraweeh at مسجد الحرام, and prepare for significantly larger crowds especially during the last 10 nights.
The first 10 days of Ramadan are less crowded and more affordable. The last 10 nights are extremely crowded and expensive (3-5x normal rates). If you want balance, the first or second week is مستحب.
Enter احرام at the appropriate miqat as with any عمرہ. If fasting, time the غسل and preparation so you are not unnecessarily exhausted.

The ideal time is after Taraweeh نمازs (11 PM-2 AM) or early morning after Fajr. If fasting during the day, طواف in the heat requires extra caution. Walk at a steady, energy-conserving pace if fasting.
Breaking fast (iftar) at مسجد الحرام is one of the most blessed experiences. زمزم water, dates, and food are often distributed. Arrive early to secure a spot for both iftar and Maghrib نماز.
After طواف, complete سعی (7 laps). The corridor is enclosed and air-conditioned. After سعی, perform halq or taqsir to complete your عمرہ.
Attend Taraweeh نمازs at مسجد الحرام, led by renowned reciters. Arrive early for Isha to secure a spot. During the last 10 nights, additional Tahajjud/Qiyam نمازs are held.
