The commission manages visa processing in coordination with the Saudi Embassy in Baghdad. A computerized lottery system is used for selection when demand exceeds quota.

The Higher Commission for হজ্জ and উমরাহ authorizes private হজ্জ companies annually. The commission publishes a list of approved operators on its website. Both government-managed and private packages are available. Pilgrims from the Kurdistan Region can also register through local commission offices in Erbil and Sulaymaniyah. All operators must meet minimum accommodation and service standards set by the commission.

Iraqi হাজীগণ are native Arabic speakers, which greatly facilitates communication in Saudi Arabia. Iraq's Sunni and Shia communities both participate in হজ্জ with equal enthusiasm. The commission ensures fair representation from all provinces. Iraqi dinars should be exchanged at authorized banks before departure.
