The Ottoman Empire controlled the হজ্জ for nearly 400 years (1517-1916), establishing fortified caravan routes, military escorts, the annual Surre-i Humayun gift caravan from Istanbul, the Kiswa production, and the Hejaz Railway (1908). Ottoman administration professionalized হজ্জ logistics and dramatically improved হাজী safety.
The Ottoman Empire gained control of the Hijaz in 1517 when Sultan Selim I defeated the Mamluks in Egypt. Control of মক্কা মুকাররমা and মদীনা মুনাওয়ারা conferred enormous religious legitimacy on the Ottoman sultans, who adopted the title 'Khadim al-Haramain al-Sharifain' (Servant of the Two Holy Sanctuaries). The Ottomans maintained local Sharifian rulers in মক্কা মুকাররমা as governors while exercising overarching administrative and military control. This arrangement lasted until the Arab Revolt of 1916-1918, giving the Ottomans nearly four centuries of হজ্জ stewardship.
The most visible expression of Ottoman হজ্জ administration was the Surre-i Humayun — the Imperial Gift Caravan — sent annually from Istanbul to the holy cities. This elaborate caravan carried the Kiswa (the cloth covering for the কাবা শরীফ), gifts for the Sharifian rulers, charitable distributions for the poor of মক্কা মুকাররমা and মদীনা মুনাওয়ারা, and funds for maintaining the holy sites. The caravan's departure from Istanbul was a major public ceremony, with the sultan personally blessing the Mahmal (ceremonial litter) and Kiswa. Military escorts accompanied the caravan along the entire route, providing protection against Bedouin raiders.
The Ottomans invested heavily in হজ্জ infrastructure. They built and maintained fortified rest stations (manzils) along the major caravan routes from Damascus, Cairo, and Baghdad, each with water cisterns, granaries, and small garrisons. Wells were dug and maintained throughout the desert corridors. The most ambitious infrastructure project was the Hejaz Railway, inaugurated in 1908, connecting Damascus to মদীনা মুনাওয়ারা over 1,320 kilometers. Funded partly by donations from Muslims worldwide, the railway reduced the journey from weeks to three days. However, it was systematically destroyed during World War I and was never fully restored.
The Ottoman হজ্জ legacy was substantial: they professionalized হজ্জ administration, established হাজী safety as a state responsibility, created financial systems for supporting the holy cities, and built infrastructure that served হাজীগণ for centuries. However, the Ottoman period also saw recurring challenges: Bedouin raids on caravans, occasional epidemics (cholera was particularly devastating), and political tensions between Istanbul and local rulers. The end of Ottoman control during World War I and the subsequent establishment of the Kingdom of Saudi Arabia marked the beginning of the modern হজ্জ era, but many Saudi administrative practices built upon Ottoman foundations.
