Can a হাজী enter ইহরাম from Jeddah, and is Jeddah considered a miqat?

Jeddah is not one of the five miqat points designated by নবী করীম. What Is the Ruling?

Jeddah is not one of the five miqat points designated by নবী করীম (সাল্লাল্লাহু আলাইহি ওয়া সাল্লাম). The designated miqats are Dhul-Hulayfah for the people of মদীনা মুনাওয়ারা, al-Juhfah for the people of Sham, Qarn al-Manazil for the people of Najd, Yalamlam for the people of Yemen, and Dhat Irq for the people of Iraq. The ruling for Jeddah depends on whether the হাজী is a resident of Jeddah or a traveler passing through.

For residents of Jeddah, the ruling is clear: they enter ইহরাম from their homes in Jeddah. নবী করীম (সাল্লাল্লাহু আলাইহি ওয়া সাল্লাম) said that those who live within the miqat boundaries should enter ইহরাম from where they reside. Since Jeddah falls within the miqat boundaries (between the miqats and মক্কা মুকাররমা), its residents enter ইহরাম from their homes. Sheikh Ibn Baz explicitly confirmed this ruling.

For travelers who fly into Jeddah from outside the miqat boundaries, the situation is different. Sheikh Ibn Baz and the Permanent Committee ruled that they must enter ইহরাম before passing the miqat line, which means entering ইহরাম on the airplane before it crosses the miqat. If they arrive in Jeddah without entering ইহরাম, they have two options: (1) travel to the nearest miqat — such as al-Juhfah/Rabigh (north of Jeddah) or Yalamlam (south) — and enter ইহরাম there, which is preferred; or (2) enter ইহরাম from Jeddah but offer a dam (sacrifice of a sheep) as penalty for passing the miqat without ইহরাম. Sheikh Ibn Uthaymeen মুস্তাহাব going to the nearest miqat when possible to avoid the penalty.

নবী করীম (সাল্লাল্লাহু আলাইহি ওয়া সাল্লাম) designated Dhul-Hulayfah as the miqat for the people of মদীনা মুনাওয়ারা, al-Juhfah for the people of Sham, Qarn al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. He said: 'These are for them and for anyone who passes through them from other places, intending হজ্জ or উমরাহ. How Do Different Madhabs View This?

Scholars from different schools of Islamic jurisprudence offer varying perspectives on this matter.

Hanafi

Jeddah residents enter ইহরাম from Jeddah. Travelers must enter ইহরাম before passing the miqat. If they arrive in Jeddah without ইহরাম, they should return to the nearest miqat or pay a dam.

Al-Hidayah: whoever passes the miqat without ইহরাম must return or pay a penalty.

Maliki

The Maliki school holds the same position — residents enter from their homes, travelers must enter before the miqat. Returning to the miqat is strongly preferred over paying the dam.

Al-Mudawwanah: Imam Malik required entering ইহরাম at or before the miqat for non-residents.

Shafi'i

Jeddah is within the miqat zone, so its residents enter from Jeddah. Travelers must enter before the miqat. If they passed without ইহরাম, they should return if possible. If not, ইহরাম from Jeddah is valid with a dam.

Al-Majmu' by al-Nawawi: those living within the miqat enter from their homes.

Hanbali

Residents of Jeddah enter ইহরাম from Jeddah. Travelers who pass the miqat without ইহরাম should return to the nearest miqat. If they cannot, they enter from Jeddah with a dam as penalty.

Al-Mughni by Ibn Qudamah: 'Whoever passes the miqat without ইহরাম must return to assume ইহরাম or pay a dam.'
